It was not always like this is the Church of England. At the Reformation we always sought precedents before permitting such changes as Clerical Marriage or prayer in the vernacular. For that reason Archbishop Geoffrey Fisher could claim that "The Church of England has no doctrine of her own, but that of the universal church". This is whyshe was not ranked with the Protestant churches - even by Rome.
